There are books written on the subject and many web sites that cover it, but I can give you a simple explanation:

SEO is the process of putting text on your site in a manner that is easy for search engines to understand so they can index that content and show it to users that are looking for it.

Linkbuilding is not SEO but promotion in my opinion. But on-site linking would be part of SEO.

Search Engine Optimization(SEO) a internet marketing process that generates search engine traffic. It is based on getting high rankings in search engines (Google,Yahoo and Msn), for a site’s chosen keywords. SEO is the acronym for search engine optimization.

Google looks at over 100 factors when ranking a page for a term. Content, terms, links coming in, links going out and so on. Not that easy to describe here. You will have to study and master your own SEO method.
