It all depends on the search engine. It will randomly search for sites and update their list. However there are programs that will submit your website to the search engines, or a search engine may have a link for you to submit your site to them directly. When that happens, it tells the search engine to spider your site for indexing,

<meta> tags are actually implemented for Search Engines. You can see this in any of the search list which display no. of websites for a keyword, the "description" that u find there for a website is actually the description written in <meta name="description" content="description of website"> so meta tag is implemented for the crawlers only as it will not get displayed to any of the visitors visiting the website.....

Hello friends,
Meta tags are used to help various search engines index your page, mainly if your page has frames. Meta tags should be placed between the <head> and </head> tags of your document.
